Abstract: Both the COVID-19 pandemic and the war in Ukraine have emphasized the dependence of European value chains on foreign inputs. While these international interdependencies bring economic benefits in normal times, they can also be a source of vulnerability during crisis episodes or when trade is weaponized in geopolitical conflicts. What does it mean for the functioning of international trade? Are internationalized firms aware of the risks associated with their economic decisions? Is there scope for public policies targeting the resilience of Global Value Chains?
